A good product can still be wrong for your house. Here is how to read the paperwork.
What is a Florida Product Approval?
A Florida Product Approval is the statewide evaluation path for certain construction products, including exterior windows and doors. The program is governed by Rule 61G20-3, and Florida’s product-approval guidance says its database lists entities and products approved for statewide use. Palm Beach County’s product-approval guidance explains the system and links back to the Florida Building Commission.
It is not a blanket promise that every size works. The record and drawings limit configuration, glass, size, pressure, anchorage, substrate, and installation. Review the exact configuration.
You can look up an approval yourself. Go to the Florida Building Commission Product Approval search, enter the FL number and the code version, then open the evaluation and installation documents. If you do not have a number, search by manufacturer and product category. Save the document that matches the proposed unit and compare it with the permit plan.
Sarasota County specifically requires Florida approval documentation for applicable exterior-envelope work such as windows and doors. Sarasota County’s owner-builder permit guidance makes that clear. In Manatee County, the door and window disclosure asks for a Product Approval number and accepts either an FPA or NOA number. Manatee County’s disclosure form shows the field used in the permit package.
Do Sarasota homes need a Miami-Dade NOA?
No. Sarasota and Manatee County homes do not need a Miami-Dade Notice of Acceptance just because the product has one.
An NOA is a product-control acceptance issued through Miami-Dade County’s program. Miami-Dade’s Product Control page publishes the county’s Notice of Acceptance information. The High-Velocity Hurricane Zone covers only Broward and Miami-Dade counties under the Florida Building Code definition. Florida Building Commission code-development material states that boundary directly.
That means Sarasota and Manatee are outside the HVHZ. A Miami-Dade NOA is accepted here, but it is not required; the normal route is a current statewide Florida Product Approval. Palm Beach County’s product-approval page also identifies the Florida Building Commission advisory accepting Miami-Dade NOAs as state-approved products.
An NOA does not shortcut review. Confirm size, required pressure, and the listed wall installation method.
How to read design pressure on a window approval
Design pressure, usually shown as DP or positive and negative psf values, describes the pressure a tested configuration can resist. Wind can push inward or pull outward, so approvals show both values.
There is no single Sarasota pressure number. Florida’s wind-load provisions require wind loads under ASCE 7, and exterior components must resist the design pressures for their location. Florida Building Code education material describes that framework. In practice, the needed pressure depends on the opening’s size and height, the building’s wind zone, exposure, and the project’s engineering or code calculations.
That is why a unit rated for one opening is not automatically right for another. A larger, higher, or more exposed opening can require a different approved size, glass, mullion, or anchor schedule. We match the approval to each opening.

Large missile, small missile, laminated glass, and tempered glass
Large and small missile ratings are not interchangeable. In wind-borne debris regions, glazed openings within 30 feet of grade must meet the large-missile test, while openings more than 30 feet above grade must meet the small-missile test. Florida Building Code opening-protection guidance identifies both thresholds.
Impact glass normally uses laminated glass. Laminated glass has two glass layers bonded with a clear plastic interlayer; when it breaks, that interlayer helps hold the assembly together. Andersen’s impact-glass technical explanation describes the construction and the two-step impact and pressure testing.
Tempered glass is different. It is safety glass designed to break into smaller pieces, but tempering by itself does not create a laminated interlayer or make a unit impact rated. Do not assume a listing that says “tempered” provides the tested debris performance needed for your opening. Read the glass schedule.
Aluminum or vinyl frames for Florida heat and salt air?
Both can be appropriate. The choice depends on the approved series, opening size, pressure, sightline, finish, location, and maintenance.
Aluminum frames suit slim-profile, larger-panel, or commercial-style systems. In coastal settings, ask about finish, fasteners, hardware, and dissimilar-metal contact. Vinyl is nonmetallic, but approved sizes and pressures still come from the exact approval.
Salt air, direct sun, and opening size make the details matter. Review the complete assembly and hardware, not just the visible frame.
What do U-factor and SHGC mean on the NFRC label?
The NFRC label gives standardized energy information for the complete product. NFRC says U-factor measures heat escaping from a room, and a lower number performs better on that measure. NFRC’s consumer guidance explains the rating.
SHGC is the solar heat gain coefficient. The U.S. Department of Energy says energy performance is primarily a function of U-factor and SHGC and depends on climate. DOE’s fenestration guidance is the reason we look at both numbers rather than chase one label value.
For a Florida home, lower SHGC can limit solar heat gain, especially on exposed glass. But do not select glazing from an energy label alone. It still has to satisfy the approved impact and pressure requirements.

Questions to ask a contractor before you sign
Ask these questions in writing:
- What approval number and revision applies to each window and door?
- What positive and negative pressures are required for each opening, and where are they shown?
- Does the approval cover my exact size, glass, mullion, wall type, buck, and anchor schedule?
- Is the unit rated large missile or small missile, and is that right for its elevation?
- What are the NFRC U-factor and SHGC for the glass package being ordered?
- Who pulls the permit, schedules inspections, and fixes stucco, trim, drywall, and paint edges if the opening work disturbs them?

Frequently asked questions
Is a Florida Product Approval enough to choose a window?
No. It is the starting document. Confirm the series, size, glass, anchors, substrate, and pressure limits, then compare them with the required pressure for that opening. The installation drawing also has to match the wall type, buck, and anchor schedule being used on the house.
Do I need a Miami-Dade NOA in Sarasota or Manatee County?
No. Sarasota and Manatee are outside the HVHZ, which is limited to Miami-Dade and Broward counties. A Miami-Dade NOA can be accepted, but a current statewide Florida Product Approval is the normal local path. The final product still must fit the project’s pressure and installation requirements.
Does a higher DP number always mean a better window?
No. A higher rating does not replace matching the product to the opening. The approval can limit that configuration to a certain size, glass, mullion, or anchor pattern. Use the documented configuration that meets the required pressure, not a number considered alone.
Is tempered glass the same as impact glass?
No. Tempered glass is safety glass, while impact glass uses a laminated interlayer and must pass the applicable impact and pressure tests as part of the complete product. The approval and glass schedule tell you what is actually being supplied. Never assume “tempered” means hurricane impact rated.
Should I choose aluminum or vinyl frames near the coast?
Neither is automatic. Choose the approved product that meets the required pressure, size, and installation details, then consider sightlines, finish, hardware, exposure, and maintenance. Near salt air, the fastening and complete assembly deserve the same attention as the visible frame.
